There be some nutty people in this city. Saw this down the block from my house in lower Manhattan.

The letter is reduced too much to be readable, but let me guess: Somebody who is being followed all the time for no reason, is being attacked with microwaves, is having their mind read, their pets are being forced to turn on them, their neighbors have been blackmailed into avoiding them, and the 13th Precinct won't help...
